The Civic Government (Scotland) Act 1982 introduced a uniform code of law and procedure to regulate issuing of licences by Scottish local authorities for various activities, including taxi and private car hiring, street trading, public entertaining, running a sex shop and second hand dealing. Since 1982 there has been a significant number of cases involving the interpretation of the legislation and providing guidance as to the proper procedure to be followed by local authorities in determining applications for licences.
